Proserve DASRI: France's Leader in Infectious Clinical Waste Management

Born in 2018 from the merger of Groupe GC and Medisita-Suez, Proserve DASRI is today France's leading manager of HICRW — Healthcare Infectious Clinical Risk Waste (known in France as DASRI: Déchets d'Activités de Soins à Risques Infectieux). The company processes 75,000 tonnes of HICRW per year, collected from 35,000 customers including hospitals, care homes, laboratories, clinics, physicians, tattoo artists, and private individuals. To carry out this critical mission, Proserve DASRI relies on 470 employees across around fifty branches and 350 specialized vehicles adapted to the transport of specific waste streams.

With 43% market share in France and revenue of €56 million, Proserve DASRI deployed Nomadia TourSolver to automate and optimize the planning of its collection routes, in full compliance with one of the most stringent regulatory frameworks in the logistics sector.

Unique Regulatory Constraints in the Logistics Sector

HICRW collection is not logistics like any other. Every route must comply with a set of non-negotiable legal constraints:

⚖️ The HICRW Collection Regulatory Framework
⏱️
72-hour maximum between collections
Legal deadline for customers producing more than 100 kg of HICRW per week — an absolute constraint that must be built into every route.
🔄
Variable Frequency and Recurrence
Certain facilities require multiple pickups per day depending on their waste production volumes.
🚛
Regulated Vehicle Capacity
Each vehicle's load is calibrated based on the quantity of waste to be collected and ADR hazardous goods transport regulations.
🏭
Mandatory Discharge at Licensed Treatment Facility
Every route must systematically include a stop at an approved treatment center for the disposal of collected waste.
📋
BSD Waste Tracking Forms During Transport
Continuous access to Waste Tracking Forms (BSD — Bordereaux de Suivi des Déchets) throughout the entire transport journey, in compliance with applicable regulations.
🗺️
7 Collection Territories to Be Sectorized
Precise geographical sectorization around branches is a prerequisite for any effective route optimization.

The Challenge: An Inadequate Tool Post-Merger and a Digital Transformation to Drive

  • 🔧 Existing tool too rigid after the merger: before the merger, only Groupe GC used a route optimization tool. It lacked the necessary flexibility and had no sectorization module, making planning time-consuming and unreliable.
  • 🗺️ No location intelligence for sectorization: without a tool capable of refining the territorial sectorization around branches, routes were built without optimal geographical insight — generating unnecessary kilometers.
  • Complex time window modeling: integrating the specific time constraints of each customer type (24/7 hospitals, GP practices with strict hours, care homes with limited availability windows) exceeded the capabilities of the previous tool.
  • 📋 Insufficient traceability from collection to disposal: guaranteeing access to BSD forms during transport and ensuring complete traceability of each waste item, from collection through to disposal, required a tool integrating this regulatory dimension.
  • 🔄 Complex management of staff replacements and leave: without a flexible planning tool, reorganizing routes during driver absences represented a significant workload for operations managers.

TourSolver: The Solution Selected After a Tender Process and Multiple POCs

Following a rigorous tender process and several proof of concept (POC) exercises, Proserve DASRI selected Nomadia TourSolver in SaaS mode. The solution stood out for its ability to natively integrate a sectorization module to optimize Proserve DASRI's 7 collection territories — an essential prerequisite for optimal collection routes.

🗺️
Built-in Sectorization Module

Optimization of 7 collection territories upstream of route planning, with location intelligence for precise geographical sectorization around each branch.

⚖️
Regulatory Constraint Compliance

Native integration of legal deadlines (72-hour max), mandatory frequencies and recurrences, vehicle capacities, and the licensed treatment facility stop at the end of every route.

Complex Time Window Modeling

Full integration of the specific time constraints of each customer type — explicitly highlighted by Proserve DASRI's management in their feedback.

📋
Traceability from Collection to Disposal

Direct access to BSD Waste Tracking Forms during transport and complete traceability in full compliance with applicable regulations.

☁️
Flexible and Ergonomic SaaS Model

SaaS deployment enabling fast adoption by field teams and total flexibility to evolve with Proserve DASRI's operational needs.

🔄
Real-Time Automatic Rescheduling

Ability to recalculate routes immediately in the event of volume increases or changes in operational context.

Nomadia perfectly met our needs with a flexible SaaS solution, ergonomic and taking into account all our constraints, such as complex time window modeling. Following the merger, TourSolver has been a solid instrument of our transformation and has allowed us to anchor ourselves in a dynamic growth model.

COVID-19: Operational Resilience Demonstrated Under Extreme Pressure
+20% volumes

During the COVID-19 pandemic, the volume of medical waste to be collected increased by nearly 20%, requiring more frequent collections at all healthcare facilities. Thanks to TourSolver, Proserve DASRI was able to automatically reschedule its routes to absorb this surge without any service disruption to hospitals and healthcare facilities — customers for whom continuity of collection is absolutely critical.

With TourSolver, our branches are able to manage unexpected events. Our logistics team manages to stay constantly as close as possible to reality in order to deploy resources as efficiently as possible for collections from our customers. That is the true strength of the tool.

The Benefits Experienced by Proserve DASRI

  1. Significant Time Savings for Operations Managers

Automated route planning frees operations managers from time-consuming manual tasks. They now focus on operational supervision and exception management, rather than building each schedule hour by hour.

  2. Reduction in Kilometers Traveled

Optimized sectorization and automatically calculated itineraries eliminate the detours and geographical inconsistencies that characterized manual planning. Fewer kilometers means less fuel, less wear on specialized vehicles, and a reduced carbon footprint.

  3. Simplified Scheduling During Staff Replacements

Holiday, unexpected absences, replacements: TourSolver automatically recalculates routes taking available resources into account. A capability that considerably improves team confidence and service quality during periods of reduced staffing.

  4. Demonstrated Resilience in the Face of Crises (COVID-19)

The 20% volume increase during the pandemic was absorbed thanks to TourSolver's automatic rescheduling. An adaptability that was impossible with previous tools, enabling Proserve DASRI to maintain continuity of service for all its healthcare customers.

  5. A Solid Foundation for Future Growth

The extension of TourSolver to heavy goods vehicle routes (IBCs — Intermediate Bulk Containers) is planned, with additional parameters to integrate (management of bins to be collected and installed on vehicles). TourSolver accompanies Proserve DASRI's dynamic growth model.

A Performance Lever for Logistics Under Regulatory Constraints

⚖️
Guaranteed Regulatory Compliance

Legal deadlines, mandatory frequencies, BSD forms, licensed treatment facility stops: every route automatically respects the full HICRW regulatory framework.

🛡️
Operational Resilience

Automatic rescheduling in the face of disruptions (crises, leave, unexpected volumes): continuity of service to healthcare facilities is never compromised.

📈
Controlled Growth

A solution that extends to new collection types (IBCs) and supports network development without heavy reconfiguration.
