The DGFiP places Nomadia Protect at the heart of protecting its field agents
In September 2023, faced with an increase in assaults, threats and incivilities targeting agents during their missions, the French General Directorate of Public Finances asked its partner Orange Business to accelerate the search for a lone-worker protection solution. The aim was to protect three particularly exposed groups as quickly as possible.

As the project needed to be launched very quickly, we turned to our partner Orange Business, which was able, within a few days, to present a complete solution around the Nomadia Protect app, including the provision and configuration of smartphones, as well as remote monitoring and outsourced alarm management.
A complementary ecosystem built around three key players
The solution approved by the DGFiP relies on the complementarity and synergies between three partners:
Nomadia provides the Nomadia Protect lone-worker protection app, deployable on any smartphone, with fall detection and automatic pick-up in the event of an alert.
Samsung supplies 10,000 XCover7 Pro smartphones, chosen for their robustness and programmable physical button, which directly activates Nomadia Protect.
Securitas Technology provides 24/7 remote monitoring and alarm management, triggering emergency services or police when necessary.
As an integrator, we recommended a solution that had already proven itself and involved partners whose ability to collaborate we knew well. Our role was to coordinate them to meet the DGFiP’s specific requirements, all within a very tight schedule.
Key strengths of the solution for DGFiP
- 1🛡️ Configurable protection features
The Nomadia Protect app combines overall ergonomics with configurable functions tailored to field-agent safety requirements. Beyond algorithm-based fall detection, an agent who feels threatened can trigger a discreet alarm at any time. The alarm automatically activates geolocation, hands-free mode and the phone’s speaker, together with silent listening at Securitas Technology. The operator can intervene vocally to de-escalate the situation or trigger emergency services when needed.
- 2⚙️ Support and customization by Nomadia
Nomadia supported the implementation, configured Nomadia Protect’s features and customized the interface, allowing DGFiP teams to directly manage licenses, users and security instructions.
- 3🔐 ISO 27001 security guarantees
Nomadia’s ISO 27001 certification, which was in progress when the project began, provided guarantees regarding application availability and data security.
- 4📞 Expert outsourced monitoring
Securitas Technology handles remote monitoring and full alarm management as an APSAD P3-certified provider and long-time Nomadia partner.
A three-month pilot phase before nationwide rollout
The pilot phase aimed to ensure that the protection solution met agents’ needs in real-world field conditions. Future users tested the solution in two stages:
The solution was first tested without a connection to the remote monitoring service, in order to validate ease of use and handling.
The solution was then connected to remote monitoring to test silent listening, situation verification, vocal de-escalation, emergency escalation and management notifications.
During these three months, Nomadia also configured the back office so DGFiP teams could manage the app, users and security instructions, including internal managerial escalation in the event of an alarm.
We implemented the rollout in stages because configuring 9,000 phones cannot be done in a single day, and we needed to ensure solid change management for agents who previously had neither professional smartphones nor protection solutions. Since the end of 2024, all agents are equipped and can go on missions reassured, knowing they can trigger an alert with a single button press if they are in danger.
The project’s success was supported by strong internal change management, the partners’ understanding of the DGFiP context and their collaborative approach. The result is a reliable ecosystem that can support further developments, with additional DGFiP agents expected to be equipped with the same protection solution in the near future.
The current solution is very stable, but its features and algorithm will inevitably evolve to remain at the cutting edge of technology. We plan to use AI more extensively to enhance motion detection and pre-analyze speech during the listening phase when an alarm is triggered. The goal is to simplify and improve verification while minimizing unnecessary interventions.
