The DGFiP places Nomadia Protect at the heart of protecting its field agents

To ensure the safety of its agents in the field, 9,000 employees of the French General Directorate of Public Finances (DGFiP) are now equipped with a smartphone running the Nomadia Protect app, which triggers emergency intervention in case of danger.

In September 2023, faced with an increase in assaults, threats, and incivilities targeting its agents during their missions, the DGFiP asked its partner Orange Business to accelerate the search for a lone worker protection (PTI) solution. The goal was to equip three particularly exposed groups as quickly as possible: 7,000 tax inspectors, 1,500 public finance bailiffs, and 500 cadastral surveyors. Since these agents did not have professional smartphones, the project provided an opportunity to address this gap by giving them smartphones capable of running a PTI application, rather than standalone PTI-DATI devices.

As an integrator, we recommended a solution that had already proven itself and involved partners whose ability to collaborate we knew well. Our role was to coordinate them to meet the DGFiP’s specific requirements, all within a very tight schedule

The solution approved by the DGFiP relies on the complementarity and synergies between three key players:

  • Nomadia, for the Nomadia Protect PTI app. Deployable on any smartphone, Nomadia Protect offers features such as fall detection and automatic pick-up in the event of an alert.

  • Samsung, supplying 10,000 Samsung XCover7 Pro smartphones, chosen for their robustness and programmable physical button, which directly activates the Nomadia Protect app.

  • Securitas Technology, for 24/7 remote monitoring and alarm management, as well as triggering emergency services or police when necessary.

Key strengths of the solution for DGFiP

Several factors were decisive in the DGFiP’s approval of the solution, including:

  • The overall ergonomics of the Nomadia Protect app and the ability to configure its functions to meet the security requirements of field agents. Beyond fall detection by the algorithm, a user who feels threatened can trigger a discreet alarm at any time. This alarm automatically activates geolocation, hands-free mode, and the phone’s speaker, along with silent listening at Securitas Technology. The operator can intervene vocally to de-escalate the situation or, if needed, trigger emergency services.

  • Support from Nomadia for implementing the solution, configuring Nomadia Protect’s features, and customizing the interface, allowing DGFiP to directly manage licenses, users, and security instructions.

  • Nomadia’s ISO 27001 certification (in progress when the project began), providing guarantees regarding application availability and data security.

  • Outsourcing remote monitoring and full alarm management to Securitas Technology, an APSAD P3-certified provider and long-time Nomadia partner.

A decisive three-month pilot phase

A three-month pilot phase began in November 2023, involving around 50 users across several regional DGFiP offices. Its goal was to ensure that the protection solution met agents’ needs in real-world field conditions. The solution was tested in two stages by future users:

  • First, without connection to the remote monitoring service, to validate ease of use and handling.

  • Then, in full “production mode,” with connection to remote monitoring, to test alarm handling procedures by Securitas Technology: silent listening, verification of the situation, vocal intervention to de-escalate, triggering emergency services, and informing local and national DGFiP managers if needed.

During these three months, Nomadia also configured the back office to allow DGFiP teams to manage the app, users, and security instructions, including internal managerial escalation in case of an alarm.

Agents reassured!

At the end of the pilot phase, all relevant agents were gradually equipped with their new smartphones running Nomadia Protect.

We implemented the rollout in stages because configuring 9,000 phones cannot be done in a single day, and we needed to ensure solid change management for agents who previously had neither professional smartphones nor protection solutions. Since the end of 2024, all agents are equipped and can go on missions reassured, knowing they can trigger an alert with a single button press if they are in danger.

Regarding the project’s success factors, Khaled Bouzid highlighted—besides internal change management—the partners’ understanding of the context and their collaborative quality. The result is a technically reliable and highly responsive ecosystem that will support DGFiP in further developments. Other DGFiP agents are expected to be equipped with the same protection solution in the near future.

The Nomadia Protect app itself is set to evolve:

The current solution is very stable, but its features and algorithm will inevitably evolve to remain at the cutting edge of technology. We plan to use AI more extensively to enhance motion detection and pre-analyze speech during the listening phase when an alarm is triggered. The goal is to simplify and improve verification while minimizing unnecessary interventions.
